Subject: Urgent Demand for Full Disclosure of Aircraft Procurement from “Lema Air Group”

Honorable Minister,

I am writing in my official capacity as a Member of the House of the People to demand immediate and full disclosure regarding the highly opaque and questionable aircraft procurement transaction recently announced between the Federal Government of Somalia and an unidentified entity known as “Lema Air Group.”

As a public official entrusted with parliamentary oversight, I find it unacceptable that such a high-value, high-risk deal involving public resources is being carried out in secrecy - without any transparency, due process, or competitive procurement procedures as required under Somali financial, procurement, and constitutional laws.

You are hereby formally requested to produce the following documentation and answers - The full procurement file and contract agreement entered into with “Lema Air Group,” including all correspondence, letters of intent, memorandums of understanding, and ministerial approvals, the total cost of acquiring the aircraft - whether through lease, purchase, or rent-to-own - including the number of years committed, monthly payments, and interest or penalties, if any, Proof of payment - who financed this acquisition? From which account or source of funds was the payment made? Was any donor or third-party government involved? official aircraft valuation reports or appraisals to justify the price paid by the Somali state, aircraft technical specifications, including model, manufacturing year, current market value, total passenger capacity, cargo configuration, and ownership history, and detailed information on Lema Air Group, including such as Country of incorporation, Proof of registration, Ownership structure and beneficial owners, Audited financial statements, Corporate website or public contact channels List of aviation assets (owned or leased aircraft).

Evidence of competitive bidding - how many companies submitted bids? When was the call for tenders announced? Where was it published? What criteria were used to select Lema Air Group?
Insurance and liability information for the aircraft: which company is providing coverage? Who pays for it? Aircraft registration data: are the planes registered in Somalia, another country, or under temporary arrangements? Operational responsibility: who is paying for fuel, maintenance, crew, airport fees, and licensing? Clarification of budget allocation - no budget line for aircraft purchase, leasing, or airline operations was included in the 2025 National Budget passed by Parliament. Who authorized this financial commitment and on what legal basis?

Critical Observations - No such company called “Lema Air Group” exists in any publicly known aviation registry or corporate database. This raises red flags about the authenticity and legality of the entire transaction, the absence of a public website, business profile, registration information, or known aviation record suggests that the Somali government may have entered into a deal with a ghost entity or shell company - exposing national sovereignty and public finances to extraordinary risk, there is zero transparency on whether this was a lease or a purchase. If it is a lease, Somalia is taking on long-term financial obligations without parliamentary review or approval - an unconstitutional act, the Somali people deserve to know whether their public funds were used to enrich a politically connected front company in exchange for two secondhand Airbus A320s of unknown age, condition, or operational viability.

This is not simply an issue of aviation; it is a matter of public trust, national dignity, and legal accountability. I therefore expect your ministry to produce the above-listed documentation and responses within ten (10) working days of receipt of this letter.

Failure to comply will compel me to file an official parliamentary inquiry and submit this case to Somalia’s international partners and financial institutions for further review, including the IMF, World Bank, and civil aviation oversight bodies.
