On 22 July 2026, it announced an independent review of its entire enforcement regime, to be led by Josephine Feehily (former Revenue Commissioners chair and first chair of the Policing Authority).

🔹Report due by end-January 2027.

This comes after Governor Makhlouf told the Oireachtas he was taking a scathing High Court judgment “very seriously.”

🔹That April 2026 ruling found a Fitness & Probity investigation “irretrievably tainted” by serious errors and breaches of fair procedures & set the prohibition notice aside.

🔹At the same time, the Bank continues to state that only the lenders themselves are “in a position to stand over” the accuracy of key data they upload to the Central Credit Register - the system / register the Central Bank itself operates and controls.

🔹So the regulator that has just been told by the High Court its own investigative processes failed basic fairness standards & that same regulator that openly disclaims full responsibility for data integrity on a critical public register - is now reviewing how effective it is at enforcing standards against those same banks who are permitted to place data on the register - without even a corresponding valid & executed contract?

🔹Major discrepancies on CCR with account reference numbers / outstanding balances / start dates & first drawdown dates / unrecognised contracts etc.

🔹Meanwhile, banks are enforcing what appear to be tainted contracts through the courts that do not even appear on the CCR at all - perhaps as there is a reluctance to blatantly upload forged / composite / tainted contracts?

🔹So the question is - is this review all “just for show”? Just like the Senan Allen Review in which Allen left me with the transcripts which confirmed no review took place?

At least 13 controversies around CHI and their treatment of children
At least 80 articles around scandals or governance failures in CHI
And many many evasive answers and promises from government.

@CarrollJennifer since I know your team is watching, release those reports and allow this inquiry be the turning point in how these children are treated. Until they’re published, we cannot have meaningful engagement in this inquiry.
Choosing to turn a blind eye now after everything you have heard and seen makes you just as culpable if more children come to harm that could have been prevented.
