To be clear, BART is talking about the possibility that it will be forced to reduce or even shut down all train service, and preparing as such. Thank you @jkabart for the clarification. I did not intend to suggest it was imminent.

I spoke with @protocol editor @demianbulwa and I did NOT say “considering” as if it were imminent. We have plans in place but would use them only if they would be no other recourse. It would be neglectful if we did not plan. We will serve the public as long as we can.
