They are willing to spend part of the NHS budget on private, for-profit health companies.

This will improve care for all by relieving pressure on the NHS. Those who rely on the NHS will enjoy faster, better care. Independent healthcare capacity will grow rapidly, providing competition and reducing costs. "

What it means:
They want to reduce the tax burden on private health companies so that patients move away from the NHS. As this happens the NHS will receive less funding.
Competition in private healthcare does not reduce costs. See USA.

"NHS Patients will receive a voucher for private treatment if they can't see a GP within 3 days."

What it means:
Privatisation via vouchers. Patients go private -> patient numbers drop at NHS GP practices -> those practices lose funding -> private GPs take over -> gradual privatisation of health services and the decimation of the NHS. Bad because private health is for profit so will cost the country more money overall for less service.
