GOP Sen. James Lankford told me that Speaker Johnson was invited to participate in the Senate talks but ultimately declined because, he said, the House had already approved its own border security bill.
Johnson has been increasingly critical of the Senate talks and has suggested that House members were not allowed to take part in the talks.
But Lankford told me that Johnson was asked “early on” whether “you want to be engaged on this.”
Johnson’s response, according to Lankford: “He said the House has already spoken,” referring to the House Republican bill, HR-2, which Senate Democrats call a non-starter.
Johnson has been “loosely briefed” on the Senate talks since then, according to Lankford.
Lankford also touted the provisions in the border deal, saying that if the legislation were law today, “the border would have literally been closed every day for the last four months.”
The legislation would give the federal government new emergency authority to turn away migrants between ports of entry if border crossings surpass a certain weekly threshold.
