Policy formulation requires extensive consultations with the key stakeholders. We also know that interns contribute more than 70% to the running of the public health facilities. Without interns Mulago National Referral Hospital will come to a halt and so will other public facilities. The government has failed to recruit enough health workers that would ideally provide part of the services provided by interns. Why did the government decide not to take the views of Uganda medical and dental practitioners council and interns seriously? For the good of Uganda, this policy needs to be disbanded completely. There is nothing to consult about. The health care for Ugandans is at stake. Not all Ugandans have money to enable them to access private health facilities...
I'd wish to ask for the role of the UMDPC in this, if you're relating to the ministry of Education alone. I've witnessed the UMDPC coming around University premises to supervise the teaching. Do they belong to the MoES or MOH @JaneRuth_Aceng doesn't recognise them.
However, the Minister stood by her stance, arguing that Uganda currently has over 33 medical training institutions that are not supervised by the Ministry of Health, as that mandate lies with the Ministry of Education. This, she said, has left the Ministry of Health struggling to ensure quality training for medical students.
Dr. Aceng noted, “You are very much aware that with 33 medical training institutions, it means the numbers that are released every year to do internship are over 1,500 to 2,000. Gone are the days when we had releases of 200 interns or so. 1,500 to 2,000 interns is not easy to manage, but we have been trying, and moving forward, the Ministry of Finance will provide resources according to the policy.”

Mr. Joseph Balikudembe (MBChB V) presented a compelling study on behalf of Dr. Justine Broecker @UCSFSurgery exploring the impact of surgical skills training on medical students.
What we learnt:
While the need for these trainings is clear, their impact was largely unmeasured—until now. From suturing and bowel anastomosis to POCUS FAST and chest tube insertion, students got hands-on experience with the essentials.
The Results:
-Inspiration: 71% of female and 97% of male participants developed a strong interest in pursuing surgery.
-Confidence: A massive boost in student confidence across all procedures.
The Reality:
To keep this momentum going, we must address the barriers: limited time, high costs, and the need for more instructors and supplies.
Investing in students today means a stronger surgical workforce tomorrow!
