⚖️ On 29 Jan 2026, CDD submitted a formal petition to the Ombudsman of Mozambique requesting a constitutional review of the Telecommunications Traffic Control Regulation (Decree 48/2025).

CDD argues the regulation enables mass and indiscriminate surveillance, grants excessive powers to the regulator, and lacks effective judicial oversight and parliamentary approval — raising serious concerns for privacy, freedom of expression, and the rule of law.

CDD has requested priority treatment and referral to the Constitutional Council for a ruling with general binding force. @FrontLineHRD @DefendDefenders @AfricaDefenders

🔥 Tense Morning in Tete, Mozambique.

The city of Tete, capital of the central province bordering Malawi and Zambia — globally known for its coal reserves and the serious human rights violations linked to their extraction — is witnessing moments of deep social unrest today.

Groups of motorcycle taxi operators, who provide daily transport for thousands of citizens, have taken to the streets in protest against what they describe as persistent extortion and abuse by police officers. The authorities’ response? Live bullets.

In a country where the wounds of state repression and the criminalisation of poverty remain fresh, it is painful to witness yet another episode where informal workers are met with state violence simply for demanding their right to work with dignity.

It is important to highlight that Tete reflects the deep contradictions of our extractive economy, where coal profits a few while entire communities are left in poverty, exclusion and fear.

Today’s protest is more than a confrontation — it is a clear sign that peace and social stability will remain fragile unless justice, rights and dignity are guaranteed for all.

Solidarity with the moto-taxi operators of Tete. May life, dignity and justice rise above fear and repression.
