One of the most surprising aspects of this story is not Ms Plummer's appointment ("group think" is common among the great and the good of Oxford).
Rather, it's that doesn't appear to have occurred to @OxfordshireCC that a big chunk of Oxford's traffic is caused by its hospitals.
