The Proctors’ Office is responsible for enforcing the University’s conduct regulations. Students must seek permission from the office to stage a protest, on the condition that it is peaceful and does not disrupt “the lawful exercise of freedom of speech”. It is clear from the footage that this was not a non-disruptive protest. Yet all we have heard from the University of Oxford is a mealy-mouthed commitment to freedom of speech and academic freedom.
