@JillFilipovic This is willful blindness. There are already clear negative effects after many years of sub-inflationary increases coupled with no vacancy increases. A zero percent increase is only different in degree than increases below expense inflation.
@xwanyex Totally agree. In addition to the risks of an unknown new tenant, there is the likely loss of one month's rent during the turnover and the costs of having to clean and paint the unit so the power dynamic is not nearly as unilateral as described.

@JKetcham91 In addition to all the units sitting vacant, you can add thousands of 'under-utilized' apartments where the tenants have a primary residence elsewhere. Landlords often know about these but there's no longer any incentive whatsoever to initiate a non-primary residence case.
