I couldn't find a specific, documented critique of NEAR Protocol from Dominic Williams (DFINITY's founder). It's a reasonable guess given your ICP research, but the searches turned up nothing concrete — his public commentary tends to be about ICP/Internet Computer architecture rather than direct attacks on NEAR specifically
