🧵 NC’s electricity costs are rising, and regulators at the Utilities Commission distorted bipartisan energy policy passed in 2021. The NC Senate’s new bill, SB 261, fixes this by restoring least-cost and reliable energy policy for the state. #NCPOL #NCGA

Why is SB 261 necessary?
▶️Because the NCUC misused their authority, steering North Carolina toward unreliable, expensive energy sources instead of following the least-cost, reliability-first approach intended in the 2021 law established in HB 951. SB 261 corrects that.

Why remove the 2030 carbon deadline?
▶️The 2030 deadline forced premature retirements of reliable plants and poor calculations in the modeling, making NC’s grid less stable and energy more expensive. It also fueled the NCUC’s misinterpretation of the law passed by the General Assembly. The 2050 goal remains in place and allows for a smarter , lower-cost innovation methods to achieve it.

Isn’t CWIP just a handout to utilities?
▶️No. CWIP in SB 261 only allows utilities to recover financing costs (interest, capital costs) during construction—not total project costs upfront. This reduces overall project costs for ratepayers while ensuring baseload, reliable power gets built.

Shouldn’t we just invest in wind and solar?
▶️Wind and solar are unreliable and require massive overbuilding and costly storage. But reliable sources like nuclear and natural gas provide low-cost, 24/7 energy and are responsible for most real-world emissions reductions in the U.S.

Why did the NCUC push so much solar?
▶️Because energy modeling was miscalculated by adding an unauthorized carbon fee, artificially making solar seem cheaper than reliable energy. SB 261 removes these distortions so NC can have real least-cost energy planning.

Bottom line: SB 261 restores the bipartisan energy bill passed by the legislature and signed into law in 2021 as intended.
