korea was dealing with a ‘garbage crisis’ in the 1990s as economic growth increased which led to increased consumption in urban areas = increased waste and rubbish. prior to the VBWF system, household waste was placed in containers in front of their houses which was collected by public workers on designayed days. the waste was then transported to neighbouring fields or landfills.
with increased waste and a reduction in landfills near large cities, the VBWF system was introduced & households & small businesses had to purchase standardised plastic bags sold by the government to dispose of household waste. prior to the system being implemented in 1995, many households threw all the rubbish they had away, including items that were still in good condition
