There are moments when a nation declares, without meaning to, that it no longer wishes to shape the world. Britain did exactly that this week. The Royal Navy – the service that once carried British power across the globe – will scale back its training around China and the wider Indo-Pacific. Not because the threat has diminished. Not because the mission is complete. But because the Ministry of Defence cannot afford to keep the fleet at sea.

China now commands the largest navy on earth. It's building carriers at wartime speed, bullying Taiwan, militarising the South China Sea, and laying claim to sea lanes used by a third of global trade. Every serious democracy – Japan, Australia, India, the United States – is increasing its presence in the region. Britain alone is pulling back because its government has botched the numbers and cannot face the consequences.

But the real story is worse than a shrinking Navy. The pullback sits beside two other decisions that expose the truth about Keir Starmer's foreign policy: he is shrinking Britain abroad while opening Britain up at home. It is the deadliest combination possible for a nation that once anchored global order.

The first was Starmer's decision to sign away the Chagos Islands – Britain's last strategic foothold in the Indian Ocean. Diego Garcia is one of the most important military sites on the planet, the hinge between the Middle East and the Indo-Pacific. Washington knows it. Beijing knows it. The Royal Navy knows it. Starmer handed it over with a lawyer's shrug, amputating a limb of British power that can never be regrown.

The second is his readiness to approve China's vast new super-embassy in London, planted on Royal Mint Court, overlooking the City and its financial arteries. A fortress compound, 20,000 square metres of it, sitting on top of sensitive data cables, granted in the very week MI5 warns that Parliament is being actively targeted by Chinese intelligence. A China spy trial collapses because Starmer's government refuses to describe China as an enemy in court – and his answer is to give Beijing an even greater foothold in the capital.

And here the historical irony becomes impossible to ignore. Two centuries ago Britain refused to kowtow before the Chinese Emperor, even when China was the stronger civilisation and demanded ritual submission from foreign envoys. The refusal became a point of national pride: Britain would not bow. Today, the roles have reversed. China rises, confident and unapologetic, and it's Starmer's Britain that bends. A nation that once stood upright now stoops by choice. Not with a ceremonial gesture, but with something far worse: the surrender of strategic territory in the Indian Ocean, the approval of a Chinese fortress in London, and now the withdrawal of the Royal Navy from the very waters where China is testing the free world’s resolve.

Starmer calls this "clear-eyed realism". What it really is is a controlled national shrinking – a quiet giving-up dressed in the language of balance and pragmatism.

A strong country meets global threats with steel. A weak country meets them by lowering its ambitions and hoping nobody notices. The decision to scale back naval training around China is the clearest sign yet that Britain has chosen the latter. Without presence, there is no deterrence. Without deterrence, there is no influence. And without influence, there is no Britain worthy of the name in global affairs.

Beijing will draw one conclusion: Britain has lost the will to project power, the nerve to hold its ground, and the leaders who grasp the stakes. When China advances and Britain retreats, only one side gains – and the nation that once commanded half the world's oceans now seems willing to watch the tide run out.
