@VerizonSupport The chat agent transferred me to a tech agent after I told her her answer was contrary to fact (and Verizon's own guidance). The tech agent made some changes that resolved the issue, at least temporarily. But we will have to see if recurs, as it has been an intermittent problem.

Though it's possible someone on the Trump team saw the island was "uninhabited" and assumed it WAS a nudist colony, and therefore should have tariffs imposed.
