For once a state government has stepped up to look at the loss of a parent. Compliments to Samrat Chowdhary and the bureaucracy to have allowed that.
While we should be grateful for the same, the ministry of defense needs to resolve this issue.
The wife must be taken care of, but parents, especially from really humble backgrounds who invested their life and life earning to raise a young soldier who dies for the country, cannot be left adrift.

In a sensational development regarding the Kishtwar case between DC and 17 RR, unverified reports indicate that an FIR has been filed by the unit concerning the seizure and damage of sensitive communication equipment installed in the vehicle. If these reports are accurate, considering the known vulnerabilities of the Kashmir police, it raises concerns about the potential transmission of sensitive data to Pakistan. This situation could necessitate replacing the entire equipment, resulting in significant logistical and financial challenges for the nation, especially the military.
Back in the 1990s, I was DM and Collector (called DC in northern Sates and UT) in a border district (Barmer). The road to Barmer was narrow single lane and we encountered Army convoy quite often. If one got caught behind a convoy, it used to waste a lot of time. Back then, we had the red beacon too, but even that never helped. We had 2 units around Barmer and winters used to be exercise time too. I discussed it with the COs who advised me of the strict movement protocols the convoys had to follow. So what to do? I mustered up resources and got the road widened to 2 and a half lane. Problem solved for all. I actually became quite popular with the local Army and Air Force brass.
The DC of Kishtwar is not even an IAS officer. Yet his ego is bloated to oversize. If a jam is happening regularly due to Army movement, it is his fault.
The promptness shown to file FIR against Army personnel goes absent when it comes to crimes and criminals.
As situation stabilizes in troubled area, the arrogance of power returns.
The very arrogance that leads to distancing from public, anger and alienation amongst common people. Security Forces stabilize by taking casualties, bridging the gap between civilian administration and civilians.
Once that is achieved, the cycle starts again.
Civil Administration is anything but civil.
Issue is not in delay of convoy of DC but issue remains of the egos. In an era of no red beacon vehicles, the egos continue to thrive in different manner.
Will urge @JmuKmrPolice not to allow any gap between the security forces come ever.

Army vs Police in Kishtwar.
Beyond the visible show of solidarity (and rightfully so), these are a few hard facts that happen on the ground:
1. Bureaucrats, across the board have a strong dislike for Army. Ask any soldier who ever approaches a bureaucrat for resolving an issue related to own property or safety of family, and the real feedback comes out. Even LDCs and UDCs show an attitude not worth writing about
2. Cops, especially at SHO and similar levels, hold a similar attitude. IPS officers, especially at the senior level are much better while an ambiguity appears to be fogging the minds of junior and mid level officers.
3. Army treats both these entities with respect and usually goes beyond the laid down protocol to treat them well. So, a senior brigadier or general treating a DSP or an SP, despite a seniority gap of over a decade and a half, is nothing rare. All that news of joint ops are usually fabricated to accommodate JKP even when operations are wholly solely carried out by the Army. Sharing of intelligence and actual firing to kill are two different things but Army always shows large heartedness unlike cops whose sequence of operations during media brief always starts with JKP first. We witnessed some real ugly scenes during operations in Kathua recently. JKP, however, remains a potent force and deserves accolades but the evitable friction between functionaries at lower levels exists.
4. One reason why egos of cops clash with fauj is the system of badges of ranks evolved by the babus and never objected to by the forces. Not many countries follow such a system where a 12 years service IPS DIG wears same badges as a 22 years service Brigadier. The parity expected is based on a false equivalence but it exists in a naked form.
5. Through manipulated pay scales, similarly, IAS have placed themselves on top both in grades and in warrant of precedence. A simple comparison of the two documents of today and 1990 will prove the manipulation being referred to. IAS lobby today places armed forces somewhere in a vacuum between AIS and Gp B, referring to commissioned ranks as something belonging to a mystique.
While what happened in Kishtwar shouldn't have happened, believing the FIR and the sections of BNS applied will be a folly. The fact that RR teams do operate in covert mode is no revelation. If the cops want others to believe that they discovered the modus operandi only yesterday and decided to impound the civil vehicles being used by the RR troops on the spot, they would be seen as if pulling an impossible lie. What made them act in such a manner is now well-known! Ego of a bureaucrat vis-a-vis compulsion to oblige by cops vis-a-vis audacity to point a loaded weapon at RR troops. What followed thereafter could have got uglier.
Now, press will write what babus tell them, the cops will write sections as fancied but without truth in the FIRs while the RR troops will stay focused on their operations. Remember, if babus and cops had done their jobs well, army wouldn't have been called out of barracks to do what it is not supposed to do for so long in the first place. Pl note the so-called public meetings started happening after forces made environment safe enough to do so!

The Kishtwar incident is not merely about an FIR or a confrontation inside a police station. It forces us to confront a much deeper question about the relationship between the civil administration, the police and the Armed Forces in one of the country's most sensitive operational theatres. For decades, public trust in sections of the police has been eroded by documented instances of custodial deaths, custodial torture, fake encounters, abuse of authority and repeated violations of citizens' rights. Time and again, our courts have intervened, holding police personnel accountable in cases where the rule of law was betrayed by those entrusted to uphold it. These episodes have left an undeniable imprint on public consciousness and have shaped the perception that accountability within the policing system often comes only after irreparable damage has already been done.
It is against this backdrop that the events in Kishtwar must be viewed. Before drawing conclusions from a single FIR, every Indian has the right to ask what led to such an extraordinary breakdown between two uniformed institutions entrusted with protecting the nation. If there were administrative decisions, procedural lapses or failures in communication before the confrontation, those questions deserve the same scrutiny as the events that followed. Truth cannot emerge by examining only the final chapter while ignoring everything that came before it.
The Indian Armed Forces have earned the trust and respect of this nation through generations of sacrifice, discipline and unwavering service. They function under one of the strictest legal and disciplinary frameworks in the country, and history has repeatedly shown that when wrongdoing is established, the institution does not hesitate to act against its own. That tradition of accountability is one of the foundations of the Army's credibility.
I therefore urge the senior military leadership to stand firmly behind every officer and soldier until the complete facts are established. Those serving on the frontlines in conflict affected regions shoulder extraordinary operational pressures that few civilians can truly comprehend. They deserve institutional confidence and the assurance that they will not be condemned on the basis of allegations alone. If any lapse is ultimately proven, let the Armed Forces deal with it through the robust military justice system that has safeguarded discipline for decades.
At the same time, I urge the civil administration and the police to recognise the unique realities of military operations in sensitive regions. Administrative authority must never become a source of unnecessary confrontation with soldiers carrying out operational responsibilities. Cooperation, mutual respect and mature leadership must prevail over institutional ego because when friction develops between the very institutions responsible for safeguarding national security, the only beneficiaries are those who wish to weaken India.
This is a direct appeal to @PMOIndia, @HMOIndia and @DefenceMinIndia. We trust that you are the governing pillars of this country and will stand firmly behind our Armed Forces while ensuring that this entire episode is examined fairly and in its entirety. If the actions of the civil administration or any public official contributed to this unfortunate escalation, appropriate accountability should follow. The brave men and women who defend our borders and fight terrorism every single day deserve the unwavering support of the nation and the confidence that the institutions they protect will stand with them when it matters most.

I later realised that CMP was not a military policeman. It was the chicken. And that was enough to make the entire post cheerful. That day I learnt something important. Indian soldiers find happiness in the smallest of things.
A kheer-papad in a Barakhana. A plate of chai-pakora after a long patrol in rain and slush. A bright sunny day after a week of snowfall so that clothes can finally dry. A rainy morning accompanied by the magical announcement: “Aaj PT nahin hai!” Wearing civil clothes on the administration day. An extra peg in the rum issue. A volleyball match against the neighbouring unit that becomes a matter of national prestige. A samosa or an omelette from the wet canteen. “CO Saab ne good bola.” “Chutti sanction ho gayi.”
“Theek hai, Saab.” “Nalla Saar.” “Chardi Kala.”
These are the answers you will receive from him even when circumstances suggest he should be miserable. He can be standing in knee-deep snow. Marching through deserts. Or carrying loads that would make a mule complain. Yet somehow, he remains cheerful.
