Ksh 19.7B was withdrawn from the Consolidated Fund in January 2025 .

It was withdrawn under the vote item State Officer's salaries, allowances and miscellaneous.

- 19.7 Billion Kenya Shillings.

The amount allocated for State officer's salaries in the 2024/25 Budget was Ksh 4.2B

Assuming that I am Karen Nyamu, help me understand how Ksh 4.2B rose to Ksh 19.7B and why it was withdrawn from the Consolidated Fund.
