I want to see the approved plans for these, and know what engineering firm did the plans. How detailed do these need to be? Who approved them? What level of EPA involvement was there?

I thought majority of big dams like this were slowed down because of how much property was taken and the environmental implications. If that’s such a hurdle, is there a specialized firm to get this done?
