His “standards” are very different. He was the lead fucking investigator. His role, had he taken the oath truthfully, was to fully and without bias, investigate the death. A fellow officers death. Not only did Proctor fail, he spit on his fellow officer and made it almost impossible to seek justice. This is significantly different than a teacher with an opinion stated outside of his classroom.
