Sadly, it's not "construction", it's worse: City Hall hasn't had a functional boiler in years, so every year the City rents one and parks it out front to power the heating system. That's the big fenced off thing where the bike rack used to be.

I will take this moment to complain, ever so briefly, that the construction on Central Hill has reduced the bike parking at City Hall from four (4) spots to two (2).
