This caches+fetches free vector map tiles on server, paints them with rust-skia fast, encodes as JPEG and sends to frontend in a topcoat shard

@patrickgwsmith@carllerche In theory, yes it will retry, yes it will debounce, and it will only use the result of the latest response. In practice a lot of these features are still missing because the topcoat runtime was rushed out for the release as a preview. Expect things to get better!
