Among the few Indians to be awarded the Invest Your Talent in Italy Award by the Italian Foreign Ministry.
The only Indian in the batch to earn a Master’s degree from one of the world’s top universities within 2 years.

Yet I am called “Bastard”, “Drunk”, “Nasabaj”, “Berozgar”, “Majdoor”, and even told my face will be rubbed on someone’s foot. I am targeted even because I belong to the General Category.

My late grandfather, respected as Matiha Ji across districts in Bihar and a retired school principal, and my father, Dr. Arvind Singh retired Police Inspector and current Secretary of the Bihar/Jharkhand Police Association, current President of the Pensioner Society Vaishali, have been abused.

If this were only about me, I might have stayed silent.
But bullies are crossing the line and this must stop.

I know I should not let bullies affect me, and believe me, I don’t. But as a responsible citizen from an academic background, I cannot allow such elements to flourish. That is why I have officially filed a complaint with the authorities (without using any personal contacts or influence).

Attached are my official complaint and annexures showing some of the abusive posts. Many more have already been deleted after I reported them — a common tactic where they abuse and then delete.
I am almost certain this complaint will be seen as minor by some, and I do not want to destroy anyone’s future over a moment of misjudgment — but I do want them to know that words have consequences.

But unfortunately in absence or dearth of intiatves by Biharis, the discussion space will always be hijacked by political parties' IT cells.

चुनाव ख़तम हो गए, कई चुनाव देखे लेकिन बिहार में आपको कुछ बातें हमेशा सुनने को मिलेंगी ।

- विकास क्या हुआ, कुछ नहीं ।
- यहाँ का नेता सब चोर है ।
- यहाँ का आदमी सब ठीक नहीं है ।
- कोई कामे नहीं हुआ है ।
- नेताजी ग़ायबे रहते हैं ।
- भ्रष्टाचार बहुत है
इत्यादी..

बिहार के लोग अगले 5 साल तक अपने विधायक (MLA) को जवाबदेह बना सकें और अपने क्षेत्र में काम व सुविधाएँ मांग सकें। इसके लिए आप क्या करें, यहां पर मैंने बहुत सोच समझ के और रिसर्च करके कुछ सुझाव दिए हैं ।

1. “वोटर मॉनिटरिंग कमिटी” (VMC) बनाइए

- हर पंचायत/वार्ड में 10–15 लोगों की एक कमेटी बनाकर:
- MLA के वादों की लिस्ट रखिए
- हर महीने समस्याओं का रिकॉर्ड रखिए
- सोशल मीडिया/WhatsApp पर रिपोर्ट डालिए

जब जनता संगठित दिखती है—MLA की नींद उड़ जाती है।

2. हर 3 महीने में “जन संवाद सभा” की माँग कीजिए

इस सभा में:

- MLA अपनी रिपोर्ट जनता को बताए
- लोग अपनी समस्याएँ सामने रखें
- अधिकारियों को बुलाया जाए
- मीडिया मौजूद रहे

सामूहिक दबाव में MLA को यह बैठक करनी ही पड़ती है।

3. RTI से MLA फंड (LAD) का हिसाब माँगिए
RTI के ज़रिए पता करें:

- कितना फंड आया?
- कहाँ खर्च हुआ?
- कौन-सा ठेकेदार लगा?
- कौन-सा काम पूरा/अधूरा है?

RTI एक ऐसा औज़ार है जिससे नेता और अधिकारी दोनों सुधरते हैं।

4. अपने क्षेत्र का “डिजिटल रिपोर्ट कार्ड” बनाइए

हर 6 महीने पर एक सार्वजनिक रिपोर्ट:

- सड़कें
- स्कूल
- अस्पताल
- पेयजल
- बिजली
- अपराध
- सरकारी योजनाएँ

सोशल मीडिया पर ऐसा रिपोर्ट कार्ड डालते ही MLA तुरंत एक्टिव हो जाते हैं।

5. स्थानीय मीडिया और सोशल मीडिया का दबाव बनाइए
जब:

- सड़क टूटी हो
- स्कूल में शिक्षक न हो
- अस्पताल में डॉक्टर न हो
- पानी/नाली की समस्या हो

तुरंत MLA, DM, BDO, और पत्रकारों को टैग कीजिए।
जो मुद्दा जनता बनाम MLA बन जाए, वो जल्दी हल होता है।

6. हर “जनता दरबार” और ब्लॉक मीटिंग में भाग लीजिए

यहाँ:

- अधिकारी जवाब देते हैं
- समस्याओं को समयसीमा मिलती है
- शिकायतें दर्ज होती हैं

MLA जानता है कि जनता जागरूक है तो वह ढिलाई नहीं करेगा।

7. हर सरकारी प्रोजेक्ट की पारदर्शिता की माँग करें

- आप अधिकारपूर्वक माँग सकते हैं:
- DPR (परियोजना रिपोर्ट)
- टेंडर नोटिस
- वर्क ऑर्डर
- पूरा होने के प्रमाणपत्र

इससे भ्रष्टाचार कम होता है और काम सही तरीके से होता है।

8. MLA/BDO/अधिकारियों के साथ WhatsApp ग्रुप बनाएँ

कई MLA अपने क्षेत्र के लिए ग्रुप चलाते हैं।

इनमें आप:

- समस्या की फोटो/वीडियो भेजें
- काम की टाइमलाइन माँगें
- फॉलो-अप करते रहें

डिजिटल सबूत MLA को सजग रखता है।

9. युवाओं, SHG (जीविका दीदी), NGOs को शामिल करें

ये लोग बहुत ताकतवर सामूहिक आवाज़ बनाते हैं।

वे कर सकते हैं:

- सर्वे
- स्वच्छता अभियान
- शिक्षा/स्वास्थ्य का दबाव
- MLA से जनसभा में प्रश्न

संगठित आवाज़ से नेता नज़रअंदाज़ नहीं कर पाते।

10. अपने MLA की विधानसभा में परफ़ॉर्मेंस ट्रैक करें

देखिए:

- उपस्थिति कितनी?
- कितने सवाल पूछे?
- कौन-सी बहस में हिस्सा लिया?
- आपके क्षेत्र पर क्या मुद्दे उठाए?
- जब वोटर विधानसभा पर नज़र रखता है, MLA खुद सुधरता है ।

बोनस: एक साल बाद “प्रगति पुस्तिका” की माँग करें

MLA से पूछें कि:

- क्या काम हुआ?
- क्या अधूरा है?
- कितना पैसा खर्च हुआ?
- अगले साल की योजना क्या है?

एक बार परंपरा शुरू हो जाए तो हर MLA हर साल रिपोर्ट देने पर मजबूर होगा।

बहुत सोच-समझ के ये बात कह रहा हूं. प्रशांत किशोर का सूपड़ा साफ हुआ है, लेकिन प्रासंगिकता बहुत नहीं. अभी मुझे नहीं पता कि इस करारी हार के बाद वे बिहार में टिके रहेंगे या नहीं ? लेकिन टिके रह गए, तो सत्ता के सामने जनता के भरोसे से मजबूत विपक्ष बनने का अवसर है. विपक्ष केवल विधान सभा के भीतर ही नहीं होता.
तेजस्वी यादव बिहार का भरोसा नहीं जीत सकते. राजद को 2010 में ही बिहार ने खत्म कर दिया था, कसूरवार तो नीतीश कुमार हैं, जिन्होंने 2015 में फिर जिंदा कर दिया. अब यह भी संभव नहीं है.
ऐसे में, प्रशांत किशोर को बिहार की आवाज बनने का वक़्त है. हां, डगर कठिन है. प्रशांत को अपने स्वभाव में परिवर्तन लाना होगा. गुस्सा कम करना होगा. अधिक भविष्यवाणी नहीं करनी होगी. ध्यान रखना चाहिए, प्रशांत हारे जरुर हैं, लेकिन बिहार की बातें जिस तरीके से उन्होंने उठाई है, इसके लिए न उन्हें किसी ने गाली दी और न नफरत किया.
बिहार में प्रशांत को थोड़ा पोलिटिकल समझौतावादी भी होना होगा. नीतीश भी अकेले 1995 में कैसे हारे थे, याद है न. फिर जब BJP से मिले, तो लालू-राबड़ी की सत्ता को खत्म कर पाए. कांग्रेस अब अपने पैरों पर खड़े होने की कोशिश करेगी, इसके लिए अभी से योगा शुरु करेगी. तेजस्वी यादव जीत नहीं दिला सकते, अब यह प्रमाणित तथ्य है. राजेश राम और शकील अहमद खान को कैसे राजद वालों ने लक्ष्य निर्धारित कर हराया, यह तो बिलकुल ही छुपा नहीं है. ऐसे में, कांग्रेस भी कठिन रास्ते पर अकेले चलने को बढ़ेगी. और फिर, प्रशांत किशोर को सभी दरवाजे कभी बंद नहीं रखने होंगे. आगे की राजनीति दलित-अतिपिछड़े की है, यह प्रशांत भी समझते हैं. अच्छी बात है कि वे बिहार सुधारने के लिए स्वयं ही मुख्य मंत्री बनने की बात की जिद नहीं करते हैं. अभी के लिए इतना ही.

Dear Bihar... beware of both these Left and Right Wingers. While seemingly praising you, they subtly want to paint your image as lawless, communal and unruly people. Suggesting you are not fit for industrial investment. The other day, they will mock you for being a poor state.

The states with most communal violence are - Gujarat (worst single event casualty), Maharashtra (2nd highest in deaths & injuries), West Bengal, Assam, UP and Karnataka (per million highest rate).

Have you ever seen them talking about communal incidents in their own state?

So, don't be provoked by such rhetoric... Poverty is our biggest enemy. Nothing else should matter.
