The Strait of Hormuz is an international strait, not high seas.
It connects the Persian Gulf to the open ocean and lies within Iran’s and Oman’s territorial waters — yet international law guarantees protected navigation rights for global shipping through it.
Transit passage (or at minimum non-suspendable innocent passage) applies. It cannot be arbitrarily closed.
