Happening Now:The Deputy Chief Justice, Richard Buteera, has officially opened the Annual Registrars' and Magistrates' Conference at Hotel Africana, Kampala.

The two-day Conference is being held under the theme: *Making Access to Justice a Meaningful Contribution to Uganda's Transformation Journey*

The Deputy Chief Justice in his remarks noted that Registrars and Magistrates form the bulk of the Judicial Officers and that case backlog reduction shall greatly depend on their outputs at their respective stations of deployment.

He noted that theme of the conference was a reminder for all to recognise the role of the Judiciary in fostering of the rule of law through adjudication of cases that promote a crime free society for development.

The Executive Director of the Judicial Training Institute, Justice Damalie Lwanga, in her ramarks noted that the objective of the conference is to retool and refine the Registrars' and Magistrates with the professional skills and build their capacity in justice delivery. She appreciated the top management for the recent recruitment that has seen a big rise in their number of Judicial officers and congratulated those that have been promoted.

On a special note, she requested that a separate conference for Registrars be held next year to ably accommodate their growing numbers.

The Chief Registrar, Sarah Langa Siu, made a presentation on Performance Reports of Registrars, Chief Magistrates and Magistrates. She further updated them about various aspects in the Judiciary and emphasised the need to improve work relations with their colleagues. She encouraged them to always"soldier on" and uphold the basic principals of justice delivery to the people where they delive their powers from.

Later in the day, there will be presentations on the Judiciary Innovations; and the use of ICT in the Administration of Justice as well as Practical Aspects of the Law on Bail; and the Constitution(Bail Guidelines for the Courts of Judicature) (Practice) Directions, 2022.

A High Court Criminal Session kicked off on Monday at the Kyangwali Magistrates Court, where 42 cases are going to be handled with Murder toping the list with 24 cases.

The session is being presided over by the Hoima High Court Resident Judge, Jesse Byaruhanga Rugyema.
And it is being held with support from the United Nations High Commissioner for Refugees (UNHCR), Alight and Refugee Law Project (RLP) in a bid to bring justice closer to the refugee community in Uganda.

The cause list signed by Hoima High Court Assistant Registrar, HW Emmanuel Bamwite indicates that Aggravated Defilement follows with 12 files, Aggravated Robbery with four (4), Rape and Attempted Murder each with two cases.

HW Bamwite said the session is expected to last for two weeks and will provide an opportunity for the accused persons, most of whom are refugees, to have their cases heard and determined by the High Court.

The High Court criminal session in Kyangwali is a demonstration of the commitment of the Judiciary, UNHCR through its implementing partner Alight and RLP to uphold the rule of law and protect the rights of refugees and asylum seekers in Uganda.

I held a meaningful discussion today at State House, Entebbe with His Highness Charles Wesley Mumbere, the Omusinga of the Rwenzururu Kingdom. I am happy that the Kingdom has outlined new objectives centred around peace, reconciliation, and socio-economic transformation, aligning perfectly with our vision and historic mission in the NRM.

These objectives were communicated to the Lukiiko during the restoration of Kingdoms, emphasising the importance of guiding our African people toward sustainable prosperity through business and strategic security. We won't compromise on this path.

I'm delighted that during our meeting, we reached an understanding that we won't repeat any regressive conflicts. Cultural heritage should continue to play a vital role, highlighting the interconnectedness of our people.
