@Ami_Marisol@ringwiss Granted, the reality is that most Members haven't got it in them to really bother with those decisions on every single measure that could come up, and happily cede it to an elected leader instead and just rubber stamp those choices instead.
@DanaHoule I spotted this after all! Little practical difference if he's the only one routinely missing. It should only matter in where threshold votes are measured in terms of "Senators duly chosen and sworn," versus "present and voting." And that's usually in the cloture context.
