Rwanda and M23 have exploited the illicit trade in minerals, including gold, to fund their campaign of violence and destabilization in the eastern DRC. Yesterday, Treasury sanctioned a network tied to M23 that smuggled illicit minerals through Rwanda, cutting off a key revenue stream exploited by those fueling instability and reinforcing efforts to build transparent mineral supply chains that support durable peace and prosperity in the Great Lakes region.

The United States is announcing sanctions that target the networks smuggling conflict minerals out of the DRC to support the Rwanda-backed M23 armed group. M23 and its backers exploit the DRC’s vast mineral resources — wealth that rightfully belongs to the Congolese people — to fund weapons, pay fighters, and sustain a destabilizing insurgency that has triggered a severe humanitarian crisis. Today’s action directly supports implementation of the Washington Accords for Peace and Prosperity, the historic agreement President Trump brokered between the DRC and Rwanda.
