@JWSakalajr Agriculture. No meaningful industrial revolution can take place without a green revolution. Let's be real. Most of our poor people are somehow engaged in agriculture, it is just a matter of having a strong political will, policy direction and consistency.
The idea that developing countries can skip industrialization — and instead develop based on services — is fundamentally misguided.
Except for very small countries, *every* country that has transformed its economy from low- to high-income has done so through industrialization.

1-7 yrs: Officer level
7-15 yrs: Senior/Principle Officer
15-25 yrs: Chief/Assistant Director
25-30 yrs: Director
30+ : Permanent Secretary
By changing the years of experience of the Secretary to Cabinet who is the ‘CEO’ of the civil service from 10 to 5 yrs in the PS role you’re watering down the significance of the role. It becomes possible that an inexperienced person can be called to preside over very experienced people.
