JUST IN: Ugandan music legend and Afrigo Band saxophonist Moses Matovu has died after he was allegedly attacked by unknown assailants in Kibuli.

Police say Matovu, popularly known as Papa Moi, was attacked in the early hours of Thursday, September 24, 2026, at Kibuli Market Zone B in Makindye Division, Kampala.

He was rushed to Kibuli Hospital, where he later succumbed to his injuries.

The Committee on Public Accounts - Central Government has questioned the legality of decisions taken by the Ministry of Internal Affairs in registering and supervising non-governmental organisations (NGOs) without a formally constituted oversight committee.

The committee noted that since the rationalisation of the NGO Bureau in 2024, the ministry has failed to establish the committee responsible for registering and supervising NGOs.

Committee Chairperson, Hon. Patrick Oshabe, said the prolonged delay had attracted complaints from NGOs, including allegations that the absence of the committee was being used to restrict their operations.

“I have received several complaints and a petition that you are using the absence of the committee to silence people in the NGO world,” Oshabe said.

He asked the ministry to clarify whether some officials were deliberately delaying the process for personal gain, as alleged in a petition presented to the committee.

MPs also tasked the ministry to disclose the officials currently responsible for registering and supervising NGOs.

Ministry officials, led by the Under Secretary, Ms Dorothy Nsereko, attributed the delay to changes in the ministry’s political leadership, and said the committee will be formed before end of year.
