The reported manpower requirement of around 3,000 posts from only a limited number of Ministries/Departments deserves serious consideration. What is the requirement across the entire Government?

It aligns cadre strength, posts, functional needs and promotional avenues.
With officers stagnating 8–12+ years, has CSS's structure kept pace? 8+ years pending means 8+ years of unaddressed imbalance.

An institution’s strength is rflctd not only in its authrity, but in the fairnes with which it treats those who srv it. When other CRC take less than a yr & CSS waits 8+ years, fairnes can't be ignored.

Offcrs were eligbl. Service was rendered. Yrs were completed. Responsibilities carried.
What's incomplete is the system's duty to keep the cadre structure responsive.
The 4th Cadre Review must conclude.

Every year the same promotion crisis returns, batch after batch.
Ad-hoc promotions are buckets under the leak. The 4th Cadre Review is the roof repair — and the roof has leaked for 8+ years.

Some delays can be explained. Some can be corrected. But some become unacceptable by their very duration. The 4th Cadre Review of CSS has crossed that line. Eight years is enough.

‘Reforms cannot be selective’: CSS officers’ association seeks immediate completion of cadre review. @CSSforum_ @PMOIndia @AmitShah @CSS_officers @DoPTGoI Read my story here: https://t.co/BjiabomrU0

[Central Secretariat Service Forum @CSSforum_]

The CSS Forum appreciates @DoPTGoI for completing 60 Cadre Reviews of Central Group ‘A’ Services.

However, while CSS officers across Government tirelessly support administrative reforms and Cadre Reviews of other services, their own Cadre Review has remained pending for over 8 years.

The 4th CRC was constituted in October 2022, when the review was already delayed by four years. Even after 47 months, its report remains pending, resulting in an unprecedented consolidated delay of 95 months (2,892 days).

Is this not a classic case of “चिराग तले अंधेरा”?

Those who help make reforms happen across Government deserve meaningful reform within their own cadre too. Reforms are most meaningful when they encompass every cadre that contributes to making governance work. @PMOIndia @ashwinijourno @gautam_debroy @vijaita @amreshsrivastav @journo_jitendra @arvindgunasekar @DhingraSanya @bhartijainTOI @DaminiNath @meetujain @RTIExpress @DeeptimanTY @deekbhardwaj @DaminiNath @rupeshmishramp @anuragjourno @capt_ivane @jgopikrishnan70 @Goverdhan__ @Pankajkpandey @basantthespring @ashlinpmathew
