When President Shehu Shagari conceptualised the 3rd Mainland Bridge in 1976, a lot of people called it a white elephant project. They said Lagos had 2 existing bridges - Carter and Eko Bridge. A third bridge was unnecessary. Victoria Island was partially developed, and if at all a bridge was needed, it should end at Ebute-Metta.
Nigeria was going through a tougher time with back to back military coups, structural adjustment programs, etc. Shagari continued with the project and IBB despite all the challenges completed it and extended the bridge from Ebute Metta to Oworoshoki. Today, Lagos state can barely survive without the 3rd Mainland Bridge, and everyone is now clamouring for a 4th Mainland Bridge.
When Gen Abacha started the construction of NLNG in 1995, Nigeria could be likened to hell. Cancelled elections, interim government, truncated democracy, and foreign sanctions, Nigerians were cooking with sawdust stoves. There was no food to eat, and universities were shut down. Today, NLNG has paid over $18bn to the FG as dividends.
When PBAT envisioned the Lekki Free Trade Zone, the deep sea port, Red and Blue rail lines in 2003, people thought he was bluffing. Today, the free trade zone houses the biggest refinery in the world and arguably the most important asset to our economy. The Lekki deep sea port will generate more than 50% of Nigeria's GDP.

Financial speculation used to be the province of a small set of risk takers. Today, it is the fad.
Cautious and prudent bankers were once sentinels of the financial sector. Things are different under financialism. Caution has been tossed to the four winds as the economy was tossed to the wolves. The banker who keeps his wits to function in the best traditions of banking is the exception. I salute those men and women who honor their professional tenets while others turned esteemed financial houses into lax casinos. However, their demonstrations of individual propriety proved insufficient to halt the systemic distortion that occurred. Today, we have a big problem”.

Don’t get it twisted: Heading an agency, you can be an apolitical technocrat. Once you are appointed a Minister, you have become a politician. You represent your state in the Federal Cabinet. You must work to deliver the manifesto of the party that appointed you. You must campaign for the party that appointed you. You must travel to your home state to support the party there. You are part of the political structure at both federal and state levels. You can return to being a technocrat when your Ministerial appointment ends, but while you are a Minister you are a politician.

You live in a country with <500bn GDP, less than $20bn external reserves, has spent billions of dollars defending the Naira for decades just to keep a pegged rate, still has $9bn in forward payables, and owes JP Morgan $7bn.
What miracle are you expecting in 5 months? Do you want him to continue to defend the Naira in a wasteful manner? Please tell me how the dollars needed to keep the artificial rate of the Naira will flow in. Do you want him to print money?

Once the district officer says they don’t issue permit in a particular area, then it means there is a ‘red flag’, meaning that additional information might be required.
The District Officer will advise on what step to take further.
