🚨 New policy report with my colleague @RichAStern at @AmericanFreedom titled “Who Pays the Aluminum Tariff - A Data Driven Assessment of Section 232.” What did we find?
Did the tariffs tax American buyers? ✅
Did the tariffs revive the U.S. industry? ❌
What did happen???
• Imports cratered ~two-thirds
• Domestic production stayed flat
• Smelters still operating at ~53% of capacity
