For the record, I agree with Raila Odinga on this. Forty seven counties are simply too many. A more practical approach would have been to create counties along the previous 8 regions, only splitting those with very high populations. This would have saved us from the financial strain of running an overly bloated devolved system. However, we should not introduce a third tier or level of government. That would only add to the bureaucracy instead of solving the problem.
I also share Railaโs view on the Constituency Development Fund (CDF), and in the past I have written several posts regarding this matter The day MPs are confined to their constitutional mandate which is Representation, Legislation, and Oversight, is the day we will finally get the calibre of lawmakers this country needs. Their performance will no longer be measured by the amount of goodies they dish out, but by the quality of laws they pass and how firmly they defend the interests of their constituents in Parliament.
This shift would also help curb the disturbing trend of MPs being bribed by the Executive to pass bills that go against the will of the people. Without the constant financial pressure โhuko mashinani,โ they will be freer to legislate with integrity. But we, the citizens, must also change. We cannot keep demanding handouts from MPs, or expect them to contribute to every harambee, wedding, or whichever other fundraiser we invite them to, and then still expect them not to chase money through questionable means.
The truth is, the handout culture has poisoned our politics. It has lowered the quality of leaders we elect and dragged our governance backwards. If we are serious about building a progressive nation, then both leaders and citizens must break free from this toxic cycle.
