EPA and PFF don’t take circumstantial data well. For example, in a 3rd and long makes earning positive EPA nearly impossible.

If you do the deal you describe it’s cap suicide if you trade him, having options is valuable.

The $45 mill number would put him very close to top 10 in cash, hence your "If Caserio thought he was a top 10 qb he'd sign him" fails by your own logic.
Point is that perhaps they have tried, but neither side has a reason to do a deal.
