🇧🇸 CAF is participating in the 56th Annual Meeting of the Board of Governors of the Caribbean Development Bank (CDB) in The Bahamas.
The Annual Meetings provide an important platform for dialogue among governments, development finance institutions, private sector leaders, and development partners on the opportunities and challenges shaping the Caribbean's future.
On the margins of the meetings, CAF Vice President of Finance, Gabriel Felpeto, and Regional Manager for the Caribbean, Dr. Stacy Richards-Kennedy, held productive discussions with Barbados' Minister of Finance and Economic Affairs, Hon. Ryan Straughn; The Bahamas' Minister of Economic Affairs, Hon. Michael Halkitis and Belize’s Minister of State in the Ministry of Economic Transformation, Hon. Dr. Osmond Martinez and CEO Carlos Pol.
The discussions focused on strengthening cooperation and advancing national priorities and regional development initiatives.
CAF remains committed to deepening its partnerships across the Caribbean and to channelling agile and flexible development financing to the region.
🇧🇸 At the CDB Annual Meeting in The Bahamas, CAF’s Vice President of Finance, Gabriel Felpeto, participated in the panel discussion, Innovative Debt Solutions: Financing a More Resilient Caribbean.
The discussion examined how Regional Multi-Guarantee Debt-for-Resilience swaps can help Caribbean countries unlock fiscal space while strengthening resilience. Panelists explored how coordinated guarantees from multilateral development banks can lower financing costs, strengthen debt sustainability, improve market access, and enable governments to reinvest savings in climate resilience and national development priorities.
During the discussion, Mr. Felpeto highlighted both the opportunities and complexities of these transactions. He noted that successful multi-guarantee operations require close coordination among participating institutions to align processes, standards, and implementation frameworks. He also underscored the importance of strong governance, monitoring, and accountability mechanisms to ensure that savings generated through these operations are effectively channelled towards agreed resilience and development objectives.
He highlighted one of the key benefits of the multi-guarantee approach is its ability to create fiscal space without increasing countries' debt burdens.
CAF remains committed to working with governments and development partners to expand the use of innovative debt-for-resilience solutions across the Caribbean and support sustainable, long-term development outcomes for the region.
