AFP: Hong Kong’s government unveiled plans on Wednesday to significantly boost investment on innovation and technology as it aims to align the financial hub with mainland China’s development goals.

The city will aim to make research and development account for three percent of gross domestic product after 2030, up from 1.63 percent in 2024, according to an official document.

The move was “primarily to synchronise” Hong Kong with China’s national Five-Year Plan released in March, said Dylan Loh, an associate professor at Singapore’s Nanyang Technological University.

To Beijing, Hong Kong’s plan signals “proactive loyalty and a commitment to integrating into national development goals”, he added.

BREAKING: it seems that two separate yet simultaneous visits took place to Kabul today. 

The first is a previously unannounced visit by Dr. Ibrahim Kalın, head of Türkiye’s National Intelligence Organization for a series of high-level security and diplomacy related discussions is significant and multifaceted.

The second, by Hamad Khamis Al-Kubaisi, Deputy Secretary-General of Qatar’s National Security Council, focused mostly on security and migration issues—although the Qataris have a more extensive agenda for talks.

Apparently, while in Kabul, Kalin met the ministers of defense, interior, and head of intelligence. Eager to meet the Taliban Emirate’s supreme leader in Kandahar, it is still not confirmed whether a trip and meeting was arranged or not. 

Four visit drivers and motivators: 

1. Addressing the ongoing tensions between Afghanistan and Pakistan that have had devastating effects on both sides and complicated regional relations.

2. To manage spillover from the Gulf war (involving Iran and others) onto possible Afghan routes and militant flows.

3. Deepen intel ties on terror networks (especially ISKP), drugs and migration.

4. Gain rare access to Kandahar and the top leadership to bring up and offer solutions for issues that have kept Afghanistan in isolation.

While the delegations visited separately, Ankara and Doha are seen as important outside channels at a time when US influence in the region is contested, Pakistan’s leverage fades, and the region realigns under the weight of war.

Although China is still pursuing diplomacy to help ease tensions, these trips also help or fill remaining gaps as part of the Urumqi process, which eased talks but did not settle Islamabad’s demands, Taliban assurances or reopen the crossings.
