Best solution. Surcharge whoever took the odious debt.
@otienowill People in informal sector only pay when sick. So if allowed to pay monthly. They pay one month. Get treatment and never pay again.
Even the old NHIF used to force new patients to pay for 6 months before services.

@DavidNdii Reason most small scale farmers don't pick the fertilizer is you need to travel to the district headquarters to pick it up in person. MCAs could solve this by organization farmers into groups to do joint collections etc. Cuts cost and time needed.
