The devastating floods in Nyanza, Nairobi, and Western Kenya show exactly why the Loss and Damage Fund cannot become another slow, bureaucratic mechanism. With thousands displaced and critical infrastructure destroyed, these floods are affecting communities still recovering from Kenya's worst flooding in 30 years this past May.
As the Fund's Board meets in Manila, the newly appointed Executive Director must ensure rapid response to disasters, not the typical pace of development finance. We expect concrete plans for swift deployment, especially to countries like Kenya that face escalating climate impacts despite minimal emissions contributions.
Developed nations and capable developing countries must step up—your enhanced contributions are urgently needed. These aren't "natural" disasters—they're the front lines of climate change, demanding immediate financial support that matches the intensity and frequency of these crises.

As the AGN Chair, I welcome the incoming COP29 President's assurance that the adaptation agenda will be a key priority.
Adaptation and climate finance remain top AGN priorities heading into COP29. This aligns with the AMCEN decision we presented earlier, calling for an ambitious and outcome-based New Collective Quantified Goal on climate finance (NCQG).
The NCQG must respond to the evolving needs of developing countries, particularly in addressing the high cost of capital and debt sustainability issues we face. This is crucial, as the current frameworks do not match the scale of investment required for meaningful NDC and NAP implementation, particularly in Africa.
If we are to have an equitable global climate response, Africa's special needs and circumstances under the Paris Agreement must also be formally recognized.
I often hear folks say, “Donald Trump sent me a check during the pandemic.”
I want to make sure you understand this: Congress sent you a check. By the way, Joe Biden also sent you a check during the pandemic, just like I gave people relief during the Great Recession. The difference is that we didn’t put our names on it – because it wasn’t about feeding our egos or advancing our politics, it was about helping people.
So don’t be giving him credit for that. And don’t give him your vote, either. There’s only one candidate in this election who cares about you, and that’s Kamala Harris.
