Why is Tesla Robotaxi not scaling?

For about 2 Month, there has been no growth. Far different from the announced doubling every month story.

I can think of possible reasons:

1. The current version is not working unless supervised remotely.

2. It needs a new software version, like the next major update v15. This seems likely since Elon said that the public wont be unsupervised until that version.

3. HW4 is not good enough and we need v15 with HW5

Something seem off quite a bit, since cybercabs are being produced but not in any use and robotaxis not scaling at all and after 1 1/2 only 20 cars..... seems strange and like there is some fundamental technical wall or problem that needs to be solved.

On the FSD side of things, progress is also very slow. The latest version still cannot read signs and brakes the rules of the road often, ignoring signs like no turn on red, or misreading lights...... While the software is amazing and i cant live without it, it is very far away from being able to go door to door without interruption. While I can get out of my garage there is no chance it can even find my driveway.

It seems to me some fundamental intelligence level is missing.

4. Naval blockade removal: The U.S. agrees to begin lifting its naval blockade immediately and fully remove it within 30 days.
