The USA's contribution to NATO budget is 16%.

More relevant would be to compare total defence spending as % of GDP.

They mostly do need to beef up military.

In more modern times, in 2014, Scotland had a choice when it held a referendum on it's status. The nation voted to remain part of the UK. That was their decision: democracy - not something PRC has or does.
