The Office of Education stated that neither the sexual molestation suffered by the girls nor the school violence accusation he made constituted school violence. As a result, the victims filed an administrative lawsuit.

The court ruled, “Although the Office of Education acknowledged that the girls were sexually molested, it judged that his actions did not amount to school violence because he did not have a specific sexual intent. However, there are many victims, and there is a consistent pattern regarding the timing and acts. The body parts he touched were all sexually sensitive areas. The victims only wanted his apology and prevention of recurrence, but he responded in an extreme manner. It is unfair for the Office of Education to conclude that there was no sexual intent in his behavior.”

How is it possible for an elementary school student to commit sexual molestation and then sue the girls who demanded an apology? Haven’t these children learned all of this by watching Korean adults?
