தமிழ்நாடு டாக்டர் எம்.ஜி.ஆர். மருத்துவப் பல்கலைக்கழகத்துடன் இணைக்கப்பட்டிருந்த மூன்று மருத்துவக் கல்லூரிகள், தற்போது "நிகர்நிலைப் பல்கலைக்கழகம்" (Deemed University) அந்தஸ்தைப் பெற்றுள்ளதால், இந்தக் கல்வியாண்டிலேயே 650 மருத்துவக் கல்வி இடங்கள் மாநில ஒதுக்கீட்டிலிருந்து விலகியிருப்பது, மிகவும் அதிர்ச்சி அளிக்கும் செய்தி ஆகும். இதனால், 7.5% உள் ஒதுக்கீட்டின் கீழ் மருத்துவக் கல்விக் கனவோடு இருக்கும் அரசுப் பள்ளி மாணவர்களே முதலில் பாதிக்கப்படுவார்கள். மேலும், இந்தக் கல்லூரிகளில் சேரும் மாணவர்கள் செலுத்த வேண்டிய கல்விக் கட்டணம், குறைந்தபட்சம் நான்கு மடங்கு உயரக்கூடும்.

நிகர்நிலைப் பல்கலைக்கழக அந்தஸ்து பெற்றுள்ள கல்லூரிகளான, செயின்ட் பீட்டர்ஸ் மருத்துவக் கல்லூரி (250 இடங்கள்) மற்றும் தனலட்சுமி சீனிவாசன் மருத்துவ அறிவியல் நிறுவனம் & சீனிவாசன் மருத்துவக் கல்லூரி (400 இடங்கள்) ஆகிய கல்வி நிறுவனங்களை யார் நடத்துகிறார்கள் என்பது அனைவரும் அறிந்த ரகசியம்.

தமிழ்நாடு டாக்டர் எம்.ஜி.ஆர். மருத்துவப் பல்கலைக்கழகம், இந்த மூன்று கல்லூரிகளுக்கும் நிகர்நிலைப் பல்கலைக்கழக அந்தஸ்து பெறுவதற்காக எந்தவிதமான தடையில்லாச் சான்றிதழையும் (NOC) வழங்கவில்லை என்று தெளிவுபடுத்தியுள்ளது. மேலும், செயின்ட் பீட்டர்ஸ் மருத்துவக் கல்லூரிக்கு வழங்கப்பட்ட மறுப்புக் கடிதம் குறித்தான வழக்கு தற்போது நீதிமன்றத்தில் நிலுவையில் உள்ளது.

ஆனால், பல்கலைக்கழக மானியக் குழு, UGC (Institutions Deemed to be Universities) Regulations, 2022-இன் 5.02(i) மற்றும் 5.02(ii) விதிகளின்படி, இணைப்புப் பல்கலைக்கழகம் 60 நாட்களுக்குள் எதிர்ப்பு தெரிவிக்காவிட்டால், மாநில அரசுக்கும் இணைப்புப் பல்கலைக்கழகத்திற்கும் எந்த ஆட்சேபனையும் இல்லை என்று பல்கலைக்கழக மானியக் குழு கருதி, நிகர்நிலைப் பல்கலைக்கழக அந்தஸ்தை வழங்க முடியும்.

இந்நிலையில், தனலட்சுமி சீனிவாசன் மருத்துவ அறிவியல் நிறுவனம் மற்றும் சீனிவாசன் மருத்துவக் கல்லூரி இரண்டுக்கும், தமிழ்நாடு டாக்டர் எம்.ஜி.ஆர். மருத்துவப் பல்கலைக்கழகம் தடையில்லாச் சான்றிதழ் வழங்கவில்லை என்று கூறியுள்ளது.

எனவே, தனலட்சுமி சீனிவாசன் மருத்துவ அறிவியல் நிறுவனம் மற்றும் சீனிவாசன் மருத்துவக் கல்லூரியின் விண்ணப்பத்தை முந்தைய திமுக அரசு, 60 நாள் காலக்கெடு முடியும் வரை திட்டமிட்டு கண்டுகொள்ளாமல் இருந்ததா என்ற முக்கியமான கேள்வி எழுகிறது.

இந்த விவகாரம் குறித்து தற்போதைய தமிழக வெற்றிக் கழக அரசு முழுமையான விசாரணை நடத்தி, வேண்டுமென்றே நடவடிக்கை எடுக்காமல் கண்டுகொள்ளாமல் இருந்தவர்கள் யார் என்பதை கண்டறிந்து உரிய நடவடிக்கை எடுக்க வேண்டும். மருத்துவக் கல்வியை குறைந்த கட்டணத்தில் பெற வேண்டும் என்ற ஆயிரக்கணக்கான மாணவர்களின் கனவை, எதிர்காலத்தை, நிர்வாக அலட்சியம் மற்றும் யாருடைய சுயநலத்துக்கும் பலிகடாவாக்க அனுமதிக்கக் கூடாது என்று வலியுறுத்துகிறேன்.

The news that the death toll in the Ammonia gas tragedy in a pvt company in Thiruvallur has increased to 17 is deeply disturbing. All the deceased are women and were migrant guest workers from North India.

The TN government has given Compensation of Rs. 2 lakh to the next of kin of the deceased. How is this sufficient & justified? Odisha government has given Rs. 10 Lakh as compensation to the victim. The Odisha government also facilitated the return of those migrant guest workers who were discharged after the treatment. While the State Govt arranged safe passage of the deceased, how did the State administration forget the plight of those who were discharged from hospitals, waiting to return home?

The tragic loss of lives in the Ammonia gas tragedy in the private export firm in Thiruvallur also raises a lot of questions;

1)The first & foremost being the absence of the implementation of the 1979 Inter-State Migrant Workmen Act. Principal employers of establishments that employ five or more inter-state migrant workers must be registered under the Act. However, this accident and many earlier incidents have only shown that this Act is not implemented in Tamil Nadu and that no registry is being maintained.

Whenever a crime happens that involves a migrant guest worker from North India, a bunch of innocent migrant guest workers from North India are rounded up for enquiry, as there are no ways and means for the Police Department to narrow it down due to lack of registry.

However, after we pointed it out recently, we understand that the TVK Govt has begun enforcing this Act, at least in parts, if not in full. We trust that the State Govt takes the recent accidents/incidents seriously and enforces the availability of the register of migrant guest workers across all districts. TN State Govt could draw inspiration from the Athidhi app developed by Kerala for registering migrant guest workers and to ensure their welfare.

Even in the Thiruvallur ammonia gas tragedy, it was learnt that there was difficulty in establishing the actual identity of one of the deceased women, who carried a forged Aadhaar card to secure employment. This shows the inefficiency of the functioning of the inter-state migrant workers portal launched by TN Govt in 2023.

2)The welfare board for migrant guest workers is basically non-existent and needs to be established, strengthened and should be used to address the concerns of the migrant guest workers.

Tamil Nadu has today fallen below the replacement level, with a fertility rate of 1.3. To build the State’s infrastructure and work in industrial & commercial establishments across the State, we depend on the hard work of our migrant guest workers. Hence, it is important that we focus on their state of living, as most of the migrant guest workers are compelled to live in appalling conditions and have no place to complain, and their voices are never heard.

3)It is not just the duty of the welfare board but also the duty of the Department of Industrial Safety & Health (DISH) of the state government of Tamil Nadu. Even after a catastrophe that led to the death of 17 workers due to an ammonia gas leak, there seems to be no accountability taken by this department. It is time for “Transparency”. DISH should have made public their most recent inspection of this factory and any observations they made.

The factory in which these migrant guest workers suffered had accommodations within the place of work, surrounded by hazardous pipelines. How was this even allowed?

I demand that appropriate compensation be disbursed to the victims, that the 1979 Inter-State Migrant Workmen Act be enforced in both letter & spirit, and that transparency be brought by the Ministry of Labour of the TN State Govt on the functioning of the DISH & they also be made accountable, including the owners of the establishment, for deliberately ignoring the hazardous living conditions of the migrant guest workers.

Thiru TR Baalu filed a defamation case against me for publishing the assets/companies owned by him and his family through DMK Files & he had sought ₹100 Crores in damages.

As you all know, after a certain time period in the trial, I argued my own case and personally cross-examined him, and the details of which are in the public domain.

Also, during one of the cross-examinations, Thiru TR Baalu made defamatory remarks against me without substance in the court, and I had filed a case against him in the same court for making those allegations within the court premise.

Today, Thiru TR Baalu, out of his own wishes, decided to withdraw the defamation case filed against me by him. He filed the defamation case against me; to carry it further or not was his decision & not mine.

I wish to inform all concerned that I continue to stand by every single remark that I had made against the previous DMK govt and certain members of the DMK party till now.

I wish to thank Adv. Paul Kanagaraj, Adv. Kumaraguru and all members of the BJP legal team for their support during the trial of this case.

கடந்த 2020 ஆம் ஆண்டு, தமிழ்நாடு மின் பகிர்மானக் கழகத்தில், உதவி மின் பொறியாளர் பணியிட நியமனங்களுக்கான TNPDCL தேர்வு, கொரோனா பெருந்தொற்று காரணமாக தள்ளி வைக்கப்பட்டு, பின்னர், கடந்த 2022 ஆம் ஆண்டு, நிர்வாகக் காரணங்களைக் கூறி, இந்தத் தேர்வு முழுமையாக ரத்து செய்யப்பட்டதாக, TANGEDCO அறிவித்தது. மேலும், TN Act No. 14 of 2022, TNPSC (Additional Functions) சட்டத்தின்படி, TNPSC மூலமாக, இந்தத் தேர்வுகள் நடைபெறும் என்றும், கடந்த ஆட்சியில் அறிவிக்கப்பட்டது. ஆனால், மின்பகிர்மானக் கழக உதவி மின்பொறியாளர் பணி நியமனம் தொடர்பாக, 2025 ஆம் ஆண்டு வரை, மூன்று ஆண்டுகளாக எந்த அறிவிப்பும் வெளியிடப்படவில்லை.

இந்த நிலையில், கடந்த 26.07.2024 அன்று வெளியிடப்பட்ட, பொதுப்பணித்துறை (PWD) உதவி மின் பொறியாளர் காலிப் பணியிட நியமனங்களுக்கான தேர்வு முடிவுகள் வெளியாவதற்கு ஒரு வாரம் முன்பாக, முன்பு ரத்து செய்யப்பட்ட TNPDCL உதவி மின்பொறியாளர் காலிப் பணியிடங்களில், 195 இடங்கள், பொதுப்பணித் துறை சார்பாக நடைபெற்ற தேர்வு முடிவுகள் மூலம் நிரப்பப்படும் என்று திடீர் அறிவிப்பு வெளியிடப்பட்டது. இதற்கு வயது வரம்பும் 32 என்று அறிவிக்கப்பட்டது.

இதனால், கடந்த 2020 ஆம் ஆண்டு முதல், மின்பகிர்மானக் கழகத்தில், உதவி மின்பொறியாளர் பணி நியமனத்துக்காகக் காத்துக் கொண்டிருந்த இளைஞர்களுக்கு, அந்தத் துறை சார்பான தேர்வுகள் ரத்து செய்து, எந்த மறு அறிவிப்பும் செய்யாமல் காத்திருக்க வைத்து விட்டு, அதே பணியிடங்களை, பொதுப்பணித்துறை சார்பான தேர்வுகள் மூலம் நிரப்ப முடிவு செய்தது, அந்த இளைஞர்களுக்கு இழைக்கப்பட்ட அநீதி. குறிப்பாக, அரசின் நிர்வாகக் குளறுபடி காரணமாக, தகுதியான இளைஞர்களுக்கு வயது வரம்பில் மாபெரும் அநீதி இழைக்கப்பட்டுள்ளது.

வயது வரம்பு தளர்வு வழங்கும் தமிழக அரசின் 13.09.2021 அன்று வெளியான அரசாணை எண் 91 ன் படி, கொரோனா பெருந்தொற்றால் அரசுப் பணிக்கான போட்டித் தேர்வுகள் தாமதமானால், வயது உச்ச வரம்பு, 2 ஆண்டுகள் தளர்த்தப்படும். ஆனால், மின்பகிர்மானக் கழகத்தில், உதவி மின்பொறியாளர் தேர்வு ரத்து செய்யப்பட்டதாக அறிவிக்கப்பட்டது, 04.07.2022 அன்றுதான். ஏற்கனவே தேர்வுகள், 2020 ஆம் ஆண்டிலிருந்து இரண்டு ஆண்டுகள் தாமதமான நிலையில், பொதுவாக வெறும் இரண்டு ஆண்டுகள் தளர்வு என்பது எப்படிப் பொருத்தமானதாக அமையும்?

இந்த நிலையில், வயது வரம்பில் தளர்வு வேண்டும் என்ற கோரிக்கை, நீதிமன்றத்தில் நிலுவையில் இருக்கும்போதே, கடந்த 2025 ஆம் ஆண்டு நடைபெற்ற மின்பகிர்மான கழக உதவி மின்பொறியாளர் காலிப்பணியிடங்களுக்கான TNPSC தேர்வு முடிவுகள், கடந்த 23.01.2026 அன்று வெளியாகின. பணி நியமனங்களுக்கான கலந்தாய்வு தொடங்கும் முன்பாக, வயது வரம்பைக் காரணம் காட்டி, தேர்வில் நல்ல மதிப்பெண்கள் பெற்ற இளைஞர்களைக் கூட தகுதி நீக்கம் செய்துள்ளார்கள். TNPSC அமைப்பின் இந்த நிர்வாகக் குளறுபடிகள் காரணமாக, கடந்த ஆறு ஆண்டுகளாக மின்சார வாரிய உதவி மின்பொறியாளர் பணிக்காகக் காத்துக் கொண்டிருந்த தகுதியான இளைஞர்கள் பாதிக்கப்பட்டிருப்பது மிகுந்த துரதிருஷ்டவசமானது.

ஆசிரியர் தேர்வு வாரியத்தின் (TRB) தேர்வுகள் ரத்து செய்யப்பட்டபோது, பாதிக்கப்பட்ட விண்ணப்பதாரர்களுக்கு அரசாணை எண் 231 மூலம் தமிழக அரசு சிறப்புத் தளர்வு வழங்கியுள்ளது. அதே போல, கடந்த 2013 ஆம் ஆண்டு, இதே போன்று, நீண்ட கால பணியிட நியமனங்கள் நடைபெறாத நிலையில், விதி 91(h) மூலம், ஐந்து ஆண்டுகள் வயது வரம்பு தளர்வை, தமிழக மின்சார வாரியம் வழங்கியிருந்தது. கடந்த 2019 முதல், 2024 வரை, எந்தப் பணியிடங்களும் நிரப்பப்படாத நிலையில், இதே சூழ்நிலையில் தற்போது பாதிக்கப்பட்டிருக்கும் இளைஞர்களுக்கும், வயது வரம்பில் தளர்வு கொடுத்திருக்க வேண்டும். நிர்வாகத் தவறுகளால் பாதிக்கப்பட்ட இளைஞர்களுக்கு, அந்த நிவாரணத்தை மறுப்பது எந்த வகையிலும் நியாயமல்ல.

எனவே, தமிழக அரசு உடனடியாக இந்த விவகாரத்தில் தலையிட்டு, தமிழ்நாடு மின் பகிர்மானக் கழகம் (TNPDCL) மற்றும் தமிழ்நாடு அரசுப் பணியாளர் தேர்வாணையத்தின் (TNPSC) நடவடிக்கைகள் குறித்து வெளிப்படையான விசாரணை நடத்த வேண்டும். கடந்த கால முன்னுதாரணங்களைப் பின்பற்றி, நிர்வாகத் தாமதத்தால் பாதிக்கப்பட்ட அனைத்து விண்ணப்பதாரர்களுக்கும் ஒருமுறை சிறப்பு வயதுத் தளர்வு வழங்க வேண்டும். மேலும், தேர்வு நடைமுறை தொடங்கிய பிறகு கூடுதல் அறிவிப்பு என்ற பெயரில் பணியிடங்களையோ, விதிகளையோ மாற்றும் முறைகேடுகளுக்கு நிரந்தர முற்றுப்புள்ளி வைக்க வேண்டும். தமிழக இளைஞர்களின் எதிர்காலம், அரசின் நிர்வாக அலட்சியத்திற்குப் பலியாக அனுமதிக்கக் கூடாது என்று வலியுறுத்துகிறேன்.

பெருமாநல்லூரில் இன்று (19.06.2026) நடைபெற்ற விவசாய தியாகிகள் நினைவேந்தல் நிகழ்வை வரவேற்று, அதில் பங்கேற்றோர் அனைவருக்கும் பாராட்டுகளைத் தெரிவித்துக்கொள்கிறோம்.

காஞ்சிபுரம் மாவட்டம் உத்திரமேரூர் அருகே, ஒரு அரசுப் பள்ளி வகுப்பறையில், சுமார் 20க்கும் மேற்பட்ட தவெகவினர் சென்று, முதலமைச்சர் திரு @TVKVijayHQ அவர்கள் புகைப்படத்தை வகுப்பறை சுவரில் மாட்டி, ரீல்ஸ் எடுத்து வெளியிட்டுள்ளனர்.

கடந்த ஐந்து ஆண்டு கால ஆட்சியில், அரசுப் பள்ளிகளுக்கு சரியான கட்டிடங்கள் கூட இல்லாமல் தரமிழந்து போய்விட்ட நிலையில், தற்போதைய பள்ளிக் கல்வித் துறை அமைச்சர், சகோதரர் திரு @imrajmohan அவர்களுக்கு, அவற்றின் பெருமையை மீட்டெடுக்கும் மிகப்பெரும் பணி முன்னால் இருக்கிறது. ஆனால், தவெக கட்சியினரின் இதுபோன்ற செயல்பாடுகள், அரசுப் பள்ளிகளின் நிலையை மேலும் அவலப்படுத்தும் விதமாகவே இருக்கின்றன.

ஆளுங்கட்சியினர் என்பதற்காக, அரசுப் பள்ளிகளில் சென்று, வகுப்புகளைத் தொந்தரவு செய்வதை, முதலமைச்சர் திரு @TVKVijayHQ அவர்களே ஏற்றுக் கொள்ளமாட்டார் என்று நம்புகிறோம். மீண்டும் இது போன்ற செயல்கள் நடைபெறாதவாறு, தங்கள் கட்சியினருக்கு அறிவுறுத்தும்படி முதலமைச்சரையும், பள்ளிக் கல்வித் துறை அமைச்சரையும் வலியுறுத்துகிறோம்.
