I agree with @PatsKarvelas and @andrewprobyn that Tehan had the imprimatur of Morrison to attack Dan Andrews. Andrews is a real leader while Morrison had to be dragged to taking action to protect Australians. He was going to the footy the weekend before he was forced to act.
