The campaign targets supply chains, rail networks and infrastructure to raise the cost of supporting Ukraine, probe NATO weaknesses and sow political discord often operating in the grey zone of plausible deniability.
A key shift from low-level sabotage to diversiya: planned, high-impact attacks using proxies, criminal groups and covert units to strike logistics hubs, transport networks and even civilian targets across Europe.
NATO must prioritise logistics resilience, improving rail interoperability, reducing bottlenecks and diversifying transport systems to limit vulnerabilities in supply chains and military mobility.
The report also calls for faster attribution and stronger coordination, streamlining cross-border processes and closing gaps in intelligence and regulation to respond effectively to sub-threshold attacks.

A network of Russian Orthodox Church (ROC) centers, which masquerade as "Ukrainian churches", working with refugees, has been exposed in Belgium.

During services, visitors' contacts are collected, supposedly for assistance or mailings. In fact, these data can be used for further recruitment.
Some priests rent premises and invite Ukrainians under the guise of a "Ukrainian church".
According to intelligence data, up to 90% of new parishes in Europe are financed by the pro-Russian oligarch Vadim Novinsky.
At the same time, in Belgium, such centers are considered purely religious, which complicates the response.
An additional factor is the Orthodox Church of Ukraine does not have the right to establish parishes abroad, which creates a vacuum that the ROC fills.
A senior Dutch counterespionage official has warned that foreign governments are recruiting ordinary Europeans for spying and sabotage.
That makes such activities harder to counter, he says.

Journalists used GPS trackers to trace the route of parcels sent through a network of employees of "Russian Post" in Germany. The shipments involve hundreds of tons of consignments that are regularly sent to Moscow.
The parcels are transported to a warehouse near Berlin Airport, from where trucks travel through Poland and Belarus to Russia. Documents from "Uzbekistan Post" are used to process the shipments to Russia, even though the Uzbek postal service is not authorized to operate in Germany.
All test parcels containing microelectronic components that were sent by the journalists reached Moscow without any obstacles.
