Bank accounts linked to aadhar card and pan cards. Govt have all data. Most scammers take money via UPIs and other means directly to their bank accounts or payments bank. Then why govt/police can't Trap down? Why are they fearless?

India is so overpopulated country. To control them govt have to increase infrastructure speed heavily. I witnessed that govt can't finish 2 overbridges for more than 5 years, that too only of 2-5 kms span. It is still pending.
