He's presenting it in a military context but it's important to understand this "targeting" is being done on your vehicle, your face, your gait, the RFID chips in your wallet, etc... by your local law enforcement department/agency (HOAs, retailers, etc... as well) every day all day long without a single warrant being approved.

The Constitution conferred the power to declare or initiate war to Congress for a reason, to make war less likely.
Madison wrote that “the Executive Branch is the branch most prone to war, therefore, the Constitution, with studied care, delegated the war power to the legislature.”
As with all war, my first and purest instinct is wish Americans soldiers safety and success in their mission.
But my oath of office is to the Constitution, so with studied care, I must oppose another Presidential war.
1960s - “Oil will run out in 10 years.”

1980s - “Acid rain will destroy all crops in 10 years.”

Today, the European Union nearly banned your right to privacy. It was set to vote on a law that would force apps to scan every private message, turning everyone’s phone into a spying tool.
France led the push for this authoritarian law. Both former and current Interior Ministers, Bruno Retailleau and Laurent Nuñez, supported it. Last March, they declared that police should see French citizens’ private messages. The Republicans and Macron’s Renaissance group voted for it.
Such measures are supposed to “fight crime”, but their real target is regular people. It wouldn’t stop criminals — they could just use VPNs or special websites to hide. Officials’ and police messages wouldn’t be scanned either, since the law conveniently exempts them from surveillance. Only YOU — ordinary citizens — would face the danger of your private messages and photos being compromised.
Today, we defended privacy: Germany’s sudden stand saved our rights. But freedoms are still threatened. While French leaders push for total access to private messages, the basic rights of French people — and all Europeans — remain in danger.
This is the social compact breaking down. We need urgency to restore it:
1 - Mass deportations
2 - Stop the H-1B scam
3 - Dramatically reduce LEGAL Immigration
4 - End chain migration and the Visa Lottery
5 - Build 10 million homes for Americans
6 - Crush the College Cartel
Food, shelter, and drinkable water must be produced by the work of others.
Therefore, to say everyone "deserves" these things is to say that everyone deserves to have other people work on their behalf.
Required in any such altruistic impulse is coercion, since it inevitably presumes the state shall force a transfer of such goods from those who work for them to those who want them.
And thus each haughty altruist ends up being the actual shitty person, gaslit not by capitalism, but by themselves—their good intentions paid not by their own effort and toil, but by confiscation of the effort and toil of others.
