Why was there deafening silence from Latin American countries in the wake of this brazen act of aggression? Even though military action may not have been practical, diplomatic pressure could have worked i.e. collective boycott of the world cup

Similarly, @JudiRever also challenges the prevailing narrative over the events of 1994 and the role of the RPF. Hence why i suggested her book.

@Chetuyachinago I would add that currency devaluation makes debt servicing an insurmountable task for countries with large amounts of foreign debts. It virtually reinforces debt dependency and compels the host government to make additional budget cuts in order to meet debt servicing obligations.
