They can get information about women via the internet sources with mugshot, address, criminal records, etc. and then start sending them letters or reach out to women they already know to recruit other women.
@AmitaNVyas @HandmaidsOnHulu@MargaretAtwood@GWpublichealth It is kind of an interesting approach- Because either way you are forcing women into a position that they may not want to be in. If I absolutely had to choose, I would say population control BUT I don't think either is completely ethical. #GWReproHealth
