Respected Sir/Ma’am, I am a State Government employee and my husband is an Assistant Loco Pilot in Ahmedabad Division, Western Railway. For nearly 2 years, I have been waiting for his spouse-based transfer so that I can continue my government job while keeping my family together.
Beti Bachao, Beti Padhao gave daughters the opportunity to be educated and independent. I studied, worked hard, got a government job and became independent—with immense sacrifices and pride of my parents. But today, can I continue that journey?
I raise our 2.5-year-old child largely on my own while managing my job and family responsibilities. Sometimes I even have to take my child along when I go to school, and hear: “Padhane aaye ho ya bachcha sambhalne?” But can my husband simply take our child along to his railway duty? Why should a woman's career become the adjustable part of the family?
Is women’s empowerment only about becoming educated and getting a job, or also about being able to CONTINUE that job after marriage and motherhood?
This is not an ordinary transfer request. It is a spouse-ground transfer request. I understand Railway’s operational requirements, but the request deserves a fair, transparent and time-bound consideration.
For nearly 2 years, multiple recruitments have taken place, while even NOCs of some employees have reportedly expired and others are still waiting for their application to be forwarded for obtaining NOC. If vacancies are being filled, can spouse-based cases also be considered alongside manpower planning?
I humbly request the Railway authorities to kindly intervene, examine our case under the applicable spouse-transfer provisions and provide a time-bound decision.
Please don't make “Beti Bachao, Beti Padhao” end at “Beti Padho”—let her be allowed to remain independent too. 🙏

Yes, ALP duties involve high alertness demands, irregular hours and fatigue risks that family separation can amplify. RBE 63/2026 requires cadre authorities to consider spouse requests with utmost sympathy, communicate specific reasons for any inability, maintain reviewed registers, and dispose representations time-bound. Indefinite delay without objective grounds is not permissible, as CAT has held in similar Western Railway cases. Continue written follow-up via HRMS/proper channel seeking exact status and escalate as needed.
Yes. Under RBE 153/2019, relief feasibility must factor in RRB intake, promotions and current cadre strength. Once multiple ALP recruitments have filled or exceeded sanctioned numbers and new recruits have joined, the earlier shortage basis ends. Divisions should reassess pending spouse-transfer requests against the updated manpower position.
RBE 63/2026 mandates separate spouse registers with periodic review, sympathetic consideration and specific written reasons if denied. File a formal representation seeking the latest cadre status and disposal.
No. Divisions cannot cite low cadre indefinitely. RBE 153/2019 requires feasibility checks against RRB intake and current strength; once filled by recruitments, shortage ends. Recent CAT orders (e.g. Ernakulam) mandate time-bound relief, often within 6 months after NOC, balancing operations with employee rights.
Cadre planning involves annual reviews with 1-3 year projections (e.g. to end-next year or 3-year traffic for running staff) to match RRB timelines of ~2.5 years.
Spouse applications under RBE 63/2026 get sympathetic periodic review via registers but do not create extra vacancies. Indents cover sanctioned strength minus on-roll plus projections; pending transfers affect relief/NOC accounting only.
If cadre is full/surplus, RBE 153/2019 requires feasibility assessment before forwarding; shortage ends with RRB intake. Non-forwarding violates this.
Step-by-step:
1. Confirm HRMS application status.
2. Lodge grievance via HRMS Grievance Module citing cadre data and RBE 153/2019 (or spouse rules under RBE 63/2026).
3. Represent in writing to supervisor → Sr DPO → DRM with evidence.
4. Escalate to PCPO/GM.
5. File on CPGRAMS (Ministry of Railways).
6. If unresolved, approach CAT for time-bound direction (as in recent orders).
Yes. Under RBE 63/2026, cadre authorities must communicate specific reasons for any inability and dispose of representations in a time-bound manner. A separate register of spouse-posting requests is maintained and reviewed at Divisional/Zonal level.
Apply in writing via HRMS/proper channel seeking the exact current stage, priority, impediment, next authority and expected disposal date. Use RTI if needed. Escalate to Sr DPO/DRM/PCPO then CPGRAMS. CAT has held indefinite delay without objective, time-bound reasons is not permissible.
