IMPORTANT: Treasury CS John Mbadi has announced a KSh 784 billion allocation for Education.
But students will likely continue receiving just KSh 95 per term in capitation.
Let that sink in.
KSh 784 BILLION for Education.
KSh 95 for the learner.
How is that possible?
Many Kenyans will hear "KSh 784 billion" and celebrate. That is exactly why politicians love announcing big numbers. The figures sound impressive. They create the impression that help is finally on the way.
But the reality on the ground tells a different story.
Education is one of the biggest sectors in the country compared to other sectors. Millions of learners. Thousands of schools. Teachers' salaries. Classrooms. Infrastructure. Learning materials. And a more expensive CBE system.
When you spread that money across all those needs, the "huge" figure suddenly doesn't look so huge anymore.
Schools are still struggling financially.
Parents are still being asked to dig deeper into their pockets.
Infrastructure gaps remain.
And despite the billions being announced, students are still expected to receive just KSh 95 per term in capitation.
So where exactly is the impact being felt?
What makes this even more concerning is that Mbadi compared the current allocation to about KSh 500 billion in 2021.
But in 2021, Kenya was operating under the cheaper 8-4-4 system.
Today, we have the far more expensive CBE system.
The budget has increased by hundreds of billions.
The cost of running education has also increased.
Yet the learner is still stuck at KSh 95.
This is how many Kenyans get misled by budget speeches. KSh 100 billion. KSh 200 billion. KSh 784 billion. The numbers keep getting bigger.
But for the student sitting in a classroom, the reality has barely changed.
Beware of this trick. Even Ruto uses it. You will hear I have set aside 300 billion for so and so. You celebrate, yet in reality, the 300 billion is a drop in the ocean.
Pursuant to Standing Order 53(1), I have sought a statement in the @Senate_KE from the Standing Committee on Labour and Social Welfare on the persistent wrangles at Cricket Kenya. The endless leadership disputes, governance failures, and administrative conflicts are undermining the growth of cricket and denying young talents the opportunities they deserve. Sports must serve athletes, not vested interests. Accountability and reforms cannot wait.

A KSh 4.8 trillion budget financed through additional borrowing is fiscal recklessness. When a government runs a KSh 1.1 trillion deficit, it is effectively spending money it does not have while future generations inherit the bill.
Kenya is not suffering from a revenue crisis. Kenya is suffering from a debt addiction crisis.Every new loan today is a tax increase deferred to tomorrow.Economic sovereignty cannot coexist with perpetual indebtedness.
I have heard Busia County leadership repeatedly claim that I have stopped development projects through court action. Today, I challenge them: produce the evidence.
If indeed there are projects that were ready for implementation and were stopped solely because of my actions, then the funds allocated for those projects must still be available. Public money does not disappear simply because a project has been delayed.
Let the County Government produce the bank statements, project accounts, and financial records. Let them show the people of Busia: "This was the project. This was the budget. Senator Omtatah stopped it. Here is the money that remains untouched."
But if the money is no longer there, then the question is not what I stopped. The question is where the money went.
I do not go to court to stop genuine development. I go to court to stop corruption, illegal procurement, abuse of public resources, and the grabbing of public land. Development and accountability are not enemies. In fact, accountability is what guarantees that development benefits the people.
When we questioned the proposed use of ATC land, or the unprocedural relocation of Busia Polytechnic, we were defending public institutions. When we questioned procurement processes and double payments on IFMiS, we were demanding transparency. When we sought documents, Bills of Quantities, contracts, and approvals, we were carrying out constitutional oversight.
The propaganda will not sell this time round to the people of Busia.
Therefore, I challenge those making these allegations to publish the financial records of every project they claim was stopped. Let them show the project accounts. Let them show the balances. Let them show the procurement documents. Let them show the people where every shilling is.
If they cannot do so, then they must stop using my name as an excuse for failures that belong to them. I haven't stopped the provision of medical supplies to hospitals, or bursaries and capitation. As they say, the proof of the pudding is in the eating.
Accountability is not sabotage. Transparency is not hostility. Oversight is not opposition to development.
The people of Busia deserve both development and accountability, and they should never be forced to choose between the two.
