संसद ने कानून तो मजबूत किया, लेकिन आज भी निर्दोष युवा मुकदमों का बोझ उठा रहे हैं।

मजबूत SC/ST Act उनका हक है और शांतिपूर्ण आंदोलन उनका अधिकार।

आज प्रधानमंत्री से आग्रह किया है कि संवेदनशील और न्यायपूर्ण दृष्टि से ये सभी मामले वापस लिए जाएं।

देश की संसद में बजट सेशन चल रहा है। NDA सरकार ने हाल ही में करीब 58 लाख करोड़ रुपये का बजट पेश किया है।

इसमें करीब 1 लाख 96 हजार 400 करोड़ रुपये का बजट SC वर्ग के लिए और 1 लाख 41 हजार 89 करोड़ रुपये का बजट ST वर्ग के लिए आवंटित किया है।

हमने पिछले कुछ साल के बजट का विश्लेषण किया तो पाया कि कुल बजट का SC/ST वर्ग के लिए सिर्फ 41% ही टारगेटेड स्कीम पर खर्च होता है। यानी- दिखाओ कुछ, करो कुछ - और BJP इस काम में माहिर है।

साल 2020-21 से 2024-25 तक SC/ST वर्ग को जितना भी बजट दिया गया, वो DECLINE होता रहा। इस प्रक्रिया में कोई चेक-बैलेंस भी नहीं रहता है और आखिर में बजट सरेंडर हो जाता है।

2025-26 के बजट में करीब 130 करोड़ रुपए नेशनल ओवरसीज स्कॉलरशिप के लिए दिया गया था। इसमें 106 बच्चे सिलेक्ट हुए और सिर्फ 40 बच्चे उच्च शिक्षा के लिए विदेश जा पाए। फंड न होने के चलते करीब 66 बच्चे चयनित होने के बावजूद पढ़ने नहीं जा सके।
